Savills has appointed three new planners to its Cardiff-based team, strengthening its position as one of the largest and most active planning consultancy teams in Wales.

Kate Tomos joins Savills as an associate director from Avison Young. Kate has more than 20 years’ experience of environmental planning, specialising in Environmental Impact Assessment across a number of sectors, including strategic urban extensions, urban mixed-use redevelopment, industrial, energy and infrastructure.

Lucy Such has been appointed as a planner, bringing more than three years’ private sector experience from Tetra Tech (formerly RPS). She gained RTPI chartership last year and has worked on a broad range of projects across Wales and England, including renewable energy schemes and strategic land promotion, including supporting an inquiry in the Vale of Glamorgan in spring 2026.

Megan Jones, a recent graduate from Swansea University, joins the team as a graduate planner. Megan, who previously served as a board member on Bute Energy’s Youth Advisory Board, is completing a master’s degree at Cardiff University, and will support the planning team with projects across a variety of sectors.

In addition, Darcey McCann has been appointed as team administrator, bringing with her over six years’ professional administrative experience.

The Savills planning team in Cardiff comprises experts across a range of key sectors, including data centres, sports and leisure, energy and infrastructure, housing, electric vehicle charging, public sector, food and beverage outlets and city centre development, amongst others.

Jack Pugsley, director and head of Savills Cardiff Planning, said: “I am delighted to welcome Kate, Lucy, Megan and Darcey to the team at a time of sustained growth and momentum for the business. Their combined experience strengthens our established presence in Wales and enhances our ability to provide high‑quality advice that is underpinned by local insight and national reach.

“We have a strong and diverse pipeline of work through 2026 and beyond, with continued growth across energy, infrastructure and data centre projects, in particular. Working closely with colleagues across Savills Cardiff and our wider UK business, we remain exceptionally well placed to deliver integrated planning solutions for our clients across Wales and beyond.”

Earlier this year, planner Cerys Hulbert-Scott, who joined Savills Cardiff in 2025, was promoted to an associate director position, while another member of the team, associate director, Portia Banwell, has returned from maternity leave.
