Cardiff Council is expanding its residential cycle hangar scheme to more neighbourhoods across the city from 20 July, while cutting the annual cost of renting a space by more than half.
The yearly charge has been reduced from £120 to £52, making Cardiff’s residential cycle hangar scheme one of the cheapest in the UK. The council said the lower price will help residents who do not have space at home to store their bikes securely and conveniently.
As part of the next phase of the scheme, 14 new cycle hangars will be installed across Canton, Riverside and Splott by the end of August.
The reduction in cost has been made possible through a subsidy provided via a social value agreement linked to a project being delivered in Cardiff city centre.
Residents who already rent a cycle hangar will automatically benefit from the lower price. The difference between what they have already paid and the new annual charge will be refunded within two to four weeks. The council’s contractor, Hooplr, will contact existing customers directly and manage the refund process.
The programme is designed to provide secure, accessible cycle storage for people who do not have space to keep bikes at home. Following the successful installation of 17 cycle hangars in March 2026, the council is now progressing the next phase, with plans to deliver a total of 50 cycle hangars across Cardiff’s inner city wards.
Each cycle hangar occupies around half the space of a standard car parking bay while providing secure storage for multiple bicycles. The hangars can also be relocated in future if demand changes.
Councillor Dan De’Ath, Cabinet Member for Climate Change, Strategic Planning and Transport, said: “The first phase of the scheme has been a real success, with strong demand and high occupancy rates. We’re now expanding the scheme while cutting the annual cost of a space to just £1 a week. At a time when affordability matters more than ever, we want to make cycling an option that works for everyone. Secure cycle storage removes a major barrier for many residents, and this price reduction will help more people save money, travel actively and reduce their dependence on the car.”
The 14 new cycle hangars will be installed at:
- Anglesey Street (second hangar)
- Beda Road
- Hanover Street (second hangar)
- Eton Place
- Brunswick Street
- Leckwith Place
- Loftus Street
- Springfield Place (second hangar)
- Severn Grove
- Pitman Street
- Seymour Street (two hangars)
- Fern Street
- Nottingham Street
Many of the new locations have been selected to help meet existing waiting lists, while others have been chosen following requests submitted by residents through Hooplr’s online location suggestion tool.
Cllr De’Ath added: “We’re committed to making it easier for more people to choose cycling for everyday journeys. Secure cycle storage is one of the biggest barriers facing residents who want to cycle but don’t have space to store a bike at home.
“This investment supports our wider Active Travel ambitions, helping more people choose healthier, greener and more sustainable ways to travel while reducing pressure on our roads and improving air quality.”
The council is also identifying locations for a further 21 cycle hangars, with the next phase of installations expected to be completed later this year.
Future phases of the scheme will extend into Adamsdown, Butetown, Cathays, Grangetown and Plasnewydd, as well as additional locations in Canton, Riverside and Splott.
