    New Cardiff home energy scheme to launch with free advice and support

    A new scheme designed to help Cardiff residents improve the energy efficiency of their homes will launch on 1 September.

    The Tai Clyd Caerdydd pilot scheme, delivered in partnership by Cardiff Council and the Welsh Government, will initially focus on homes in Fairwater, Adamsdown and parts of neighbouring Splott.

    The area based scheme aims to help residents make informed decisions about improving their homes, while reducing energy bills and tackling fuel poverty.

    Households taking part will be offered free access to trusted advisers who will provide independent advice and whole house assessments. The assessments will help residents understand which improvements, including insulation, heating upgrades and renewable energy technologies, are most suitable for their property.

    The scheme will also give residents access to Welsh Government vetted and approved installers, providing reassurance that any improvement works meet high quality standards.

    Support will also be available to help identify funding options, including fully funded improvements for eligible low income households experiencing fuel poverty.

    The pilot is open to households across all private housing tenures, including homeowners and landlords.

    Councillor Dan De’Ath, Cardiff Council’s Cabinet Member for Climate Change, Strategic Planning and Transport, said:

    “This is about helping people take control of their energy use and reduce their bills at a time when the cost of living remains a real concern.

    “Making changes to your home can feel complicated or risky. That’s why the Tai Clyd Caerdydd scheme aims to provide a single, reliable route to trusted advice, financing options and high-quality installations.

    “Research has shown that every £1 invested in retrofitting energy efficiency measures in homes in Cardiff could result in £5 of health and economic benefits, so by supporting residents through Tai Clyd Caerdydd, we won’t just be making residents homes more comfortable to live in and reducing fuel poverty, we’ll also be cutting carbon emissions, improving people’s health and building a stronger local green economy.”

    The pilot follows the Welsh Government’s recent announcement of £17 million for home energy upgrades across Wales, including £4 million for area based schemes.

    Cabinet Minister for Local Government, Housing and Planning, Siân Gwenllian, said:

    “Tai Clyd Caerdydd is a landmark moment in our national mission to transform Wales’s housing stock and tackle the cost of living head-on.

    “Every family in Wales deserves a comfortable and affordable home and this pilot is proof that we are turning that commitment into action. The £17 million I recently announced for home energy upgrades, including £4 million for area-based activity, will extend that support to communities across the country including rural and off-grid neighbourhoods.

    “This is just the beginning and what we learn here will drive lasting change and help families across Wales live in healthier, more affordable homes for years to come.”

    The areas selected for the pilot have been chosen to reflect the range of homes and communities found across Wales, including different property types and income levels. Cardiff Council and the Welsh Government say this will help test an approach that could be rolled out more widely if successful.

    The Tai Clyd Caerdydd pilot will run until September 2027, with further details due to be published on Cardiff Council’s website and social media channels ahead of the scheme’s launch.
