All existing entitlements to free home-to-school transport will remain in place under a proposed Cardiff Council policy due to be considered by Cabinet this month.
The new Home to School Transport Policy sets out how pupils’ travel needs will be assessed and how free transport will be provided to eligible learners across the city. It also aims to make information, advice and guidance clearer and easier for families to access.
Subject to Cabinet approval, eligible primary pupils living two miles or more from their nearest suitable school will continue to qualify for free transport. For secondary pupils, the distance remains three miles or more.
Eligibility will continue to be assessed using the nearest suitable school and the shortest available walking route, reflecting the Council’s duties under the Learner Travel (Wales) Measure 2008.
The proposed policy provides greater clarity on transport to Welsh-medium and faith schools, dual residency arrangements, safeguarding responsibilities, behavioural standards and support for children with Additional Learning Needs (ALN).
Learners with ALN will continue to have their individual needs assessed, with discretionary transport support available in appropriate cases.
The Council’s Independent Travel Training Scheme will also help young people develop the skills and confidence to travel independently, preparing them for further education and employment.
Cardiff Council’s Cabinet Member for Education, Cllr Sarah Merry said: “This policy provides a clear and consistent framework for school transport across Cardiff. It ensures that learners who need support travelling to school receive it, while also promoting safe, sustainable and independent travel wherever appropriate.
“The policy has been developed to reflect current legislation, support parental choice, and ensure that transport arrangements continue to meet the needs of pupils across the city.”
A formal two-stage review process will be introduced for parents wishing to challenge transport eligibility decisions, helping to ensure decisions are transparent, fair and consistent.
The policy also sets out expectations for parents, schools and transport providers around attendance, safeguarding, behaviour and reporting transport requirements. It outlines the Council’s approach to route safety assessments, journey times, bus passes and contracted transport services.
Walking, scooting and cycling to school will be encouraged wherever safe and appropriate, supporting children’s health and wellbeing and the Council’s wider active travel aims.
The report will be considered by Cardiff Council’s Cabinet on Thursday 17 September 2026.
