The Council has completed important highway improvements in Tonyrefail to increase pedestrian safety – to complement the huge Education investment being delivered in the local area throughout 2018/19.

Tonyrefail is benefitting from a total investment of £44m in Education and Leisure investment, funded through #RCTinvest and the Welsh Government’s 21st Century Schools and Education programme. From September 2018, Tonyrefail Comprehensive and Tonyrefail Primary will become a 3-19 school – called Tonyrefail Community School – located on the secondary school site.

A brand new primary building has been completed in time for the new school year in September 2018 while a new secondary school building, together with the extensive remodelling and refurbishment of the existing Grade-II Listed Victorian building, is on course for completion in Spring 2019. As part of these changes, YGG Tonyrefail will relocate to the current Tonyrefail Primary building, which is being refurbished, and Tonyrefail Leisure Centre has received new car parking, a 3G sports pitch and on-site classrooms.

Over the summer holiday, the Council progressed £212,000 pedestrian safety improvements throughout Tonyrefail.

A new zebra crossing has been delivered on Tyn y Bryn Road, which will be well used by pupils to walk between the school and playing fields. The works have also delivered uncontrolled crossing points to a number of junctions to the surrounding area. These works were completed before September 2018.

A second zebra crossing, near the Co-op store on Penrhiwfer Road, is scheduled for completion by Monday, September 10. While the construction of this is being completed two temporary crossing points – either side of the work site – will be provided for pedestrians, by the Council’s contractor

Meanwhile, a 40mph speed limit on the B4278 Penrhiwfer Road (known as Barn Hill), will be introduced between the 30mph zones in Tonyrefail and Penrhiwfer – replacing the current National Speed Limit. This change will go out to public notice shortly, with a view to being implemented in due course.

Councillor Andrew Morgan, Leader of Rhondda Cynon Taf Council and Cabinet Member with responsibility for Highways, said:

“Tonyrefail is benefitting from a huge £44m in Education and Leisure investment and, from September 2018, Tonyrefail Community School will be open. Pupils will take advantage of a first-class primary building – followed by a brand new secondary building and the revitalised Grade-II Listed building from Spring 2019.

“To complement its major 21st Century Schools scheme in Tonyrefail – as well as those in Tonypandy, Porth and Cwmaman – the Council has made a commitment to further invest in road safety improvements in each community. Providing funding to improve and future-proof our highways is a priority area for investment by the Council – with £20m invested in 2017/18, followed by the £23.6m Highways Capital Programme throughout 2018/19.

“The works in Tonyrefail have progressed over the six-week holiday with a number of elements of the scheme completed – including delivery of an important new zebra crossing at Tyn y Bryn Road, near the school.

“An additional crossing at Penrhiwfer Road will be completed very soon, and two temporary crossings are being provided for members of the community in the interim period. This will ensure that parents and pupils will benefit from a safe crossing point from the start of the new school year. Thank you for your cooperation while these remaining works are completed.”
