Persimmon Homes East Wales has secured full planning permission from Caerphilly Borough Council’s Planning Committee for its major new development at Virginia Park, paving the way for 174 much-needed, high-quality homes for local people.

The decision, made at Committee last night, unlocks the delivery of a significant new community on the Virginia Park brownfield site which is allocated in the Local Development Plan.

The scheme will provide a mix of one to four-bedroom homes, with nearly 45% designated as affordable housing through a partnership with a local Registered Social Landlord – far exceeding the 7% policy requirement, which will deliver major benefits for local people.

Work on site is set to begin early next year, with the first homes expected to be completed and available by the end of 2026. The development will also deliver substantial community benefits, including financial contributions towards local infrastructure, education, leisure and recreation, and a Community Infrastructure Levy payment of around £550,000.

The homes will be built to high energy efficiency standards, helping to replenish ageing housing stock in Caerphilly and support local sustainability goals. The scheme will also help address significant local housing need, with over 6,000 people currently on Caerphilly’s housing waiting list.

Commenting, Persimmon Homes East Wales Managing Director, Lee Hawker, said:

“We are delighted to have received the backing of Caerphilly Borough Council’s Planning Committee for our proposals at Virginia Park.

“This is a major step forward in delivering much-needed, high-quality and affordable homes for local people, and we look forward to getting started on site early next year.

“My thanks go to the team, the local authority, councillors and the community for their engagement throughout this process. As a local housebuilder, we are committed to delivering a scheme that brings real benefits to Caerphilly, both in terms of new homes for local people and investment in local infrastructure.”
