    Vale of Glamorgan Council proposes changes to 20mph and 30mph speed limits

    Ten roads within the county are being proposed for speed limit changes following a review by the Vale of Glamorgan Council in line with new Welsh Government guidance.

    Four roads could move from 20mph to 30mph: Pentir Y De in Rhoose and part of Llantwit Major Road and Cardiff Road (Primrose Hill) in Cowbridge, along with a section of Hayes Road in Sully.

    Leckwith Road in Llandough, Main Road in Ogmore-By-Sea and part of Lavernock Road in Penarth are proposed to change from 30mph to 20mph.

    In addition, consideration is being given to variable 20mph restrictions along Aberthin Road in the vicinity of Cowbridge Comprehensive School, Ruthin Road in the vicinity of Llangan Primary School and on a section of the A48 close to St Nicholas Church in Wales Primary School at school drop-off and collection times. Progression of these variable limits will be subject to detailed design to confirm their viability.

    The above potential changes follow suggestions submitted by members of the public as part of the Welsh Government’s proposed review of 20mph default speed limits which resulted in the reassessment of 103 Vale roads.

    The full details of the proposed changes will shortly be set out in Traffic Regulation Orders, with a public consultation part of that process.

    The speed limit on all other roads in the Vale of Glamorgan are proposed to remain the same.

    Cllr Mark Wilson, Cabinet Member for Neighbourhood Services, said: “There has been much discussion in the Vale about the appropriate speed limit for many of our roads and a considerable number of responses were received to the Welsh Government’s call for representations last year.

    “Our public highways are shared spaces for all road users and so we have tried to take into account the views of all respondents. However, ultimately, we can only act within the guidelines set out for us.

    “Our team has used the criteria in the latest Welsh Government guidance to review 20mph limits on all roads requested for review. We have identified a short list of roads which are considered suitable for a change to the speed limit and will shortly publish Traffic Regulation Orders to set out the full details of the proposed changes which will include a public consultation period.

    “This will give all residents a further opportunity to have their say and provide comments or object to any of the proposals before any final decisions are taken.”

    Last year the Welsh Government invited people across Wales to contact their Council, with feedback on how changes to the national default speed limit had been implemented in their area.

    The Vale Council received 228 representations, which included requests to revert speed limits to 30mph, reduce other roads to 20mph, and to make no changes.

    All of these suggestions have been assessed in line with revised Welsh Government guidance called ‘Setting 30mph speed limits on restricted roads: guidance for highway authorities’ published in July 2024.
