It starts with a number from a website. Something like £80 per square metre, or maybe £120. It looks reasonable, so you work out the size of the space you have in mind, multiply it out, and think you know roughly what you are dealing with. You get three quotes in. None of them are anywhere near that number. One is double. Another is three times it.
This is the most common patio budgeting mistake, and it happens to people who have otherwise researched the project carefully.
The number from the guide was real. It just described something else. The gap between an online figure and an accurate project budget is one of the central themes in any good guide to understanding patio costs before starting work, and it comes down to a single problem: most published numbers only price the stone.
Why per square metre figures mislead more than they help
Cost per m2 is a material comparison metric. It tells you how one slab or flag compares to another in price per unit. That is a genuinely useful number when you are choosing between porcelain and sandstone at the merchant. It becomes misleading the moment it is applied to the total cost of a project, because it captures only the slab, not the work, not the ground, not anything beneath it.
A properly installed patio has several components, and the slab is often not the most expensive. Excavation and disposal of the soil that comes out. A compacted sub-base of MOT type 1 granular material, laid to falls that drain water away from the house rather than towards it. A bedding layer, either sharp sand or cement-based adhesive depending on the material. Labour to set, cut and point every slab. Site clearance of offcuts and waste. The guide figure covers none of that. It describes what the stone costs to buy.
When you add the other components back in, a project priced at £80 per m2 in materials can cost £150 to £200 per m2 all in, and that is before ground conditions or access complicate things. On a 30m2 patio that is a difference of £2,100 to £3,600. On a 50m2 space, it is £3,500 to £6,000.
What actually moves the price
Size is obvious. Five other things are not.
Ground conditions are the biggest variable that nobody talks about in cost guides because nobody can price them from a desk. Clay soil holds water, expands in frost and requires deeper excavation and heavier sub-base preparation than free-draining ground. Old made-up ground, buried hardcore, or underground services found during the dig add time and cost that no contractor can predict without putting a spade in. Welsh gardens in particular, especially those sitting on hillside terraces or built on old agricultural land, can produce surprises at the dig-out stage. A contractor who gives you a fixed price without visiting the site is not being decisive; they are guessing and leaving the risk with you.
Access is persistently underpriced. When materials can be dropped at the patio edge from a vehicle on the road, handling is efficient. When they have to be carried through a narrow terraced passage, around a cottage, or up a flight of steps, every slab takes longer. Labour cost follows. This affects Welsh terraced properties in particular, where the garden is often at a different level to the road and access is through the house or a restricted side passage.
Material choice spans a wide range. Budget concrete flags sit at the low end, but the budget category includes products that are not frost-proof, and a frost cycle in January in Builth Wells or Llandudno will force water into a porous slab, expand it from the inside, and flake the surface. In Wales, where winters are wet rather than cold but frost events are regular, a flag that cannot tolerate repeated freeze-thaw cycles will fail visibly within a few seasons. Mid-range Indian sandstone and limestone are more tolerant but still need sealing and develop moss and algae in a damp climate. Large-format porcelain, the most expensive option per m2, has near-zero water absorption, which is precisely why it performs well in Atlantic coastal weather.
Design complexity adds cost in predictable ways. A rectangle is the most efficient shape to lay. Curves require more cutting. Steps at the edge require stonework above and beyond the patio footprint. A change of level managed by a low retaining wall adds structural work. Every element of complexity has a labour cost behind it.
Finally, the jointing compound. Kiln-dried sand is quick. Polymeric pointing takes longer to apply but moves less, resists weeds better and tends to look right for longer. The difference in material cost is small; the difference in application time adds up on a large patio.
A rule Wales has that England does not
This is the part that surprises Welsh homeowners most, partly because it is relatively new and partly because contractors do not always mention it.
Since January 2019, any construction work in Wales that creates 100 square metres or more of new impermeable surface must be approved by a SuDS Approving Body before work begins. SuDS stands for Sustainable Drainage Systems. The rule applies whether or not your project requires planning permission. It applies even where the works are permitted development. And it applies to domestic projects as well as commercial ones.
A patio of 100m2 is roughly 10 metres by 10 metres. That is a large garden terrace, but it is not unusual for a detached property with reasonable garden space. A patio combined with an adjacent path or extended driveway apron can cross the threshold more easily than you might expect. For projects on the cusp, it is worth measuring the total new impermeable area before you instruct anyone.
The SuDS Approving Body is run by your local authority. Approval must be in place before construction starts. The Welsh Government’s sustainable drainage guidance sets out the requirements and the links to each council’s SAB service. The pre-application advice process most SABs offer is a sensible first step for any project near or above the threshold.
A contractor who tells you this does not apply to your domestic patio without checking the area and the drainage implications is worth questioning. The duty sits with the property owner and the contractor, and it is not waived simply because the project does not go through a planning application.
What to look for in a quote
When quotes come back, the first thing to compare is not the total. It is the assumptions behind it.
Ask each contractor what the sub-base specification is, in millimetres. Ask what bedding material they will use and why. Ask what happens to the excavated soil. Ask whether the skip, if there is one, is included. Ask how they will handle drainage across the patio surface and where the water goes. Ask what pointing compound they are specifying.
A quote that does not answer these questions in writing is a quote that will answer them later, in the form of variations.
A contractor who cannot explain why they specified a particular sub-base depth, or why they chose one bedding compound over another, is a contractor who may not have asked those questions themselves. The groundwork matters more than the stone. A well-laid patio on a correct sub-base, set to the right falls, with appropriate drainage, will last twenty to thirty years. The same stone on a compromised sub-base will settle, crack, pool water, and need lifting within five.
The timing factor that comes around every year
Welsh weather compresses the installation season more than people realise. Mortar and adhesive will not cure correctly in sub-zero temperatures. A patio installed during a cold November in Aberystwyth or during a late frost in the Rhondda valley can fail within one or two freeze-thaw cycles, not because the contractor was careless but because the jointing compound never properly set.
Good contractors in Wales maintain a weather window policy and will not lay to point in conditions below a usable threshold. This is the right call. The consequence is that demand is concentrated between spring and early autumn, and quality firms carry waiting lists. Enquiring in September for a project you want finished before Christmas is possible but tight. Enquiring in September for a project you want finished in spring gives you the best pick of firms, time for a proper design conversation, and the right conditions for the work.
The budget mistake connects to the timing mistake. People who decide in April based on a cost guide figure, rush to find contractors in May, accept the first price that is close to their expectation, and find themselves dealing with the consequences by October. Understanding what the project actually costs, which means understanding all of it rather than the headline per m2 number, is what makes the difference between a patio that adds something lasting to a home and one that has to be addressed again in three years.

Get a fixed-price itemised quote, check what is excluded in writing, and take a look at work the firm completed at least two or three winters ago, where possible. Recent photographs look good. A garden that has been through a handful of Welsh winters is the only real evidence of whether what is underneath the stone was worth paying for.
