Wales’ health and care system is turning to software to solve problems that staffing alone cannot fix. Stretched hospital wards, long waits for a specialist referral and patients chasing paper records are all being targeted with new digital tools.
The shift is no longer confined to pilot schemes. Life Sciences Hub Wales, the national body tasked with accelerating innovation across the NHS, now supports a life sciences sector worth close to £3.6 billion a year and employing more than 13,000 people across close to 290 companies. A growing share of that activity sits in digital health: apps, data platforms and remote monitoring tools built to keep patients out of hospital rather than treat them once they arrive.
A national push for digital-first care
The change is being driven from the top. NHS Wales’ Health and Social Care Innovation Wales (HSCIW) infrastructure, launched in March 2025, gives all 11 NHS Wales organisations shared coordination, training and digital tools for rolling out new technology, rather than leaving each health board to build its own in isolation. Health Technology Wales, meanwhile, appraises and recommends the non-medicine technologies, including software, that the health service adopts nationally.
North Wales has become a particular focus point. M-SParc, the region’s dedicated science park in Gaimant, has built a base for health tech founders working alongside Bangor University researchers and NHS clinicians, with a focus on remote diagnostics and digital tools that extend specialist care into rural communities where travelling to a hospital can mean a round trip of several hours.
Why software, not staff, is the lever being pulled
The logic behind the shift is straightforward. Recruiting and training clinical staff takes years and competes with every other health system in the UK for the same pool of people. Software can be deployed in months, and once built, it scales to thousands of patients without the same recruitment constraints. That is why so much of Wales’ current innovation spending, including the £24 million Accelerate programme run by Life Sciences Hub Wales, is aimed squarely at getting digital products out of the lab and into daily clinical use.
The practical output of that spending is visible on hospital wards already. Electronic prescribing systems that write discharge medicines directly into a patient’s Shared Medicines Record have gone live in Welsh mental health units this year, cutting the errors and delays that come with paper-based handovers. Health boards are also investing in digital patient-reported outcome measures, letting patients report their own recovery progress through an app instead of waiting for a follow-up appointment that may be weeks away.
For the growing number of Welsh HealthTech founders building these tools, the challenge is rarely the idea. It is finding engineers who understand both software architecture and the compliance obligations, HIPAA equivalents, data protection law, clinical safety standards, that come with handling patient data. Founders who lack in-house engineering capacity at this scale are increasingly turning to specialist healthtech software development partners to build platforms that are secure and audit-ready from the first line of code, rather than retrofitting compliance after launch.
“Healthcare software cannot afford to treat security and compliance as an afterthought,” said a spokesperson for Code & Pepper, a software development company working with FinTech and HealthTech scale-ups. “Every product decision, from how patient data is stored to how a system logs access, has to be made with regulation in mind from day one. Startups that get this right move faster later, because they are not rebuilding their architecture to pass an audit.”
What comes next
The direction of travel points towards more integration rather than more standalone apps. Welsh Ambulance Services is developing a digital front-end for its 111 service, with plans to fold it into the wider NHS Wales App so patients move between telephone and digital channels without repeating themselves. Velindre University NHS Trust is on a similar track, with electronic prescribing and administration due to be fully live by October 2026.
For a nation of just over three million people, Wales has an advantage most larger health systems do not: a single, anonymised dataset covering the whole population, which researchers and product teams can use to test and refine tools before wider rollout. Combined with the coordination now sitting behind Wales’ health innovation efforts, that data advantage is a large part of why Welsh HealthTech has moved from a handful of isolated projects to a genuine national sector in the space of a few years.
