Caerphilly County Borough Council’s Cabinet will consider a proposal this week to transfer the Winding House Museum in New Tredegar to community ownership through its Community Asset Transfer (CAT) programme.
The proposal recommends granting AbleRoots CIC a 25-year lease of the historic building, subject to legal due diligence, completion of essential enabling works, and agreement of final lease terms.
The Community Asset Transfer programme aims to empower local organisations to take on valued community assets, helping to safeguard services and facilities while supporting long-term community benefit.
The Winding House Museum, which has been closed since 2022, is a significant local heritage building with the potential to be brought back into active community use. AbleRoots CIC has developed proposals to bring the site back as a multi-functional community and heritage facility, offering a range of inclusive activities, educational opportunities, wellbeing initiatives and community events.
Leader of Council, Cllr Jamie Pritchard, commented, “The Winding House Museum is an important part of New Tredegar’s heritage, and this proposal presents an exciting opportunity to bring the building back into active community use if approved. Through our Community Asset Transfer programme, we’re committed to working with local organisations to protect valued community assets”.
If approved, the council will complete essential enabling works, including replacing the building’s heating system, before the lease is finalised. The transfer would also significantly reduce the council’s ongoing management and maintenance responsibilities, while ensuring appropriate arrangements are in place to protect the site’s historic winding mechanism.
