Planning approval has been granted for the next phases of the major regeneration of the Channel View estate in Grangetown.
The decision by Cardiff Council’s Planning Committee yesterday, Thursday 12 March, unlocks the delivery of hundreds of new, energy efficient homes designed to meet local housing need while supporting existing residents to remain part of their community.
The approved plans will see the delivery of 228 new homes across six phases, alongside a seventh phase focused on improvements to The Marl public open space. A new neighbourhood retail unit will also be delivered as part of phase three, helping to support local services and activity on the estate.
Outline planning permission for the Channel View masterplan was granted in December 2021. Phase one of the scheme, being delivered by Wates Residential, is progressing well and will create 126 new, older persons apartments across two blocks as a direct replacement for the existing highrise flats on the estate. Block B is scheduled to complete later this year, with Block A expected to complete by the end of 2027. Wates Residential are set to deliver the next two phases of the regeneration, continuing their role as a long-term partner on the programme.
Of the 228 homes approved today, 189 will be affordable homes for Council tenants, with a further 39 homes available for private sale. Seventy-five homes will be used to rehouse existing Channel View residents, enabling people to remain within their local community while benefiting from new, modern homes.
The development will provide a broad mix of homes to reflect local housing need, including one, two and three bedroom flats, as well as two, three, four and five bedroom houses, responding in particular to the need for larger family homes in the area.
One of the new blocks of flats has been designed specifically with families in mind, offering two and three bedroom flats and duplexes, all with access to private amenity space. The building will also include a communal garden with play space, pushchair and pram storage, and two lifts, helping to ensure the homes are accessible and practical for family life.

All new affordable homes on the estate will meet Welsh Government design quality standards and Lifetime Homes standards. In addition, all flats will have either a private balcony or patio, and all blocks of flats over three storeys will be served by lifts. Phases two to six will deliver four wheelchair accessible flats – one bed flats on the same footprint as two bed flats, on the ground floor of Blocks F and H.
Construction is expected to start on phases two and three by the end of this year.
