Professor Brian Morgan Appointed to Regulatory Board

Cardiff Met faculty member, Professor Brian Morgan, has been appointed to the independent Regulatory Policy Committee (RPC).

The RPC is an independent body sponsored by the Department of Business, Energy and Industrial Strategy. The board provides the government with external, independent scrutiny of new regulatory and deregulatory proposals and is responsible for a number of items such as ensuring the government’s estimates of costs and benefits to business as a result of regulation are accurate. It also settles disputes between non-economic regulators and businesses with reference to the new guidance on accountability for regulator impact.

Professor Morgan, who is currently Professor for entrepreneurship at the University and director of the Creative Leadership and Enterprise Centre, joins four other new appointments to the RPC, including Laura Cox, partner at PriceWaterhouseCoopers; Stephen Gibson, professional economist and regulator; Andrew Williams-Fry, regulatory economist and government affairs professional; and Sheila Drew-Smith OBE, member of the Committee on Standards in Public Life and Chair of the National Approved Letting Scheme.

Marking Professor Morgan’s appointment, Secretary of State for Wales Alun Cairns said:

“The RPC is a body which plays such an important role in providing a robust and impartial check on the purpose and effects of proposed government regulatory activity.

“Brian brings with him decades of leadership and experience in economics and enterprise and I am delighted to see him appointed to this important position.

“I have no doubt that he will work effectively with his co-members in their efforts to achieve better regulatory outcomes that promote growth and jobs, and protect the interests of society.”

Professor Brian Morgan said:

“I am delighted to be appointed as a new member of the RPC and feel honoured to have the chance to work with some esteemed individuals to help ensure that proposed regulatory activities are accurate and robust.”

The new appointments have been made following an open recruitment process and in accordance with the Ministerial Governance Code on Public Appointments. Appointments to the RPC are made by the Secretary of State for Business, Enterprise and Industrial Strategy in line with the OCPA Code of Practice.
