A former local skip hire company owner has been caught red handed for instructing his driver to fly-tip in a back lane in RCT and has been fined almost £1500 for a dishonest days work.
Another Fly-tipper has learned the hard way that if you Fly-Tip in RCT you will get caught! Mr Andrew Green, who is the former director of a local skip hire company, was found guilty for the part he played in the crime by “knowingly causing” a FULL LORRY LOAD of waste to be tipped at the Rear of Ceridwen Street, Maerdy.
Mr. Green from Pengam was FINED £1331 for his decision to instruct one of his drivers to dump the waste in a back lane, following a dispute with a customer. Mr. Green claimed that the customer failed to pay for the skip hire, as it was “too expensive” and requested that his then company dump the contents of the skip so that they could arrange a ‘cheaper’ collection. The defendant then claims that his then company went back to clear up the items and disposed of it appropriately.

The lorry load of waste was reported to Rhondda Cynon Taf Council’s Streetcare Enforcement team and when the Enforcement Officer attended the area to investigate, no evidence was found amongst the builder’s waste – however, unbeknown to Mr, Green the company branded lorry had been filmed dumping the items.
The waste was then cleared by the Council’s WasteBusters team at great cost to taxpayers.
Mr Green, aged 55, pleaded guilty to the charges at Merthyr Tydfil Magistrates Courts on August 7th and was prosecuted for Fly Tipping under Section 33(1)(a) Environmental Protection Act 1990. The defendant was fined £665 for his actions and ordered to pay £600 costs, plus £66 victim surcharge
During the current coronavirus pandemic open spaces have become vital for many residents and it is essential that we all take care of these areas to ensure that they are clean, green and safe to enjoy. It’s now even more important that those who blight our County Borough are caught and held accountable for their irresponsible actions.
Fly tipping, dropping litter or allowing your dog to foul in a public place will not be tolerated in Rhondda Cynon Taf and as this latest case shows the Council will use all of its available powers to catch those responsible for blighting its towns and countryside – every, single, time you do it!
As well as carrying out routine checks around the County Borough and responding to the reports received, the Council has a number of covert, roaming cameras placed in key locations in a bid to catch offenders red handed.
Nigel Wheeler, Rhondda Cynon Taf Council’s Group Director – Prosperity, Development & Frontline Services, said: “This successful prosecution sends a clear message that fly tipping will not be tolerated, and is the latest in a series of cases where the Council has taken further action when people have dumped, or failed to control, their waste items.
“There is no excuse for fly-tipping and we will use all of the powers we have available to hold those accountable for their actions. The Council has a number of Community Recycling Centres right across the County Borough that accept most of the items that are often found fly-tipped in our beautiful streets, towns and mountains.”
