A groundbreaking scheme that encourages people to take control of their health through recovery, self-care and preventative support has won Best Collaboration Initiative at the 2025 WSA Sports Industry Awards.

Operating under the Better brand, GLL is the staff-owned, not-for-profit charitable social enterprise that runs Cardiff leisure centres on behalf of the city council.

Working in close partnership with NHS Wales, GLL has co-designed water-based, physical activity programmes that focus on health. They are believed to be the first of their kind in Wales, and possibly the UK.

To date, the joint NHS/GLL initiative has supported over 3,000 individuals, many of whom would otherwise have required hospital-based care.

Delivered in local Better Leisure Centres, the instructor-led classes and educational sessions are tailored to individual needs and provide sustainable pathways into long term wellbeing. Participants can access discounted classes and memberships and continue their health journey beyond NHS guided programmes.

“This model has successfully shifted services away from hospital based “treatment” towards accessible, health-generating activities in the community,” said Ann Hillman, GLL’s Community, Sport and Health Manager in Cardiff.

“Many participants have since become independent centre members so they can continue their exercise regimes.”

Welsh Health Secretary Jeremy Miles has recently announced that patients need to be fit and well before going on a waiting list for surgery – giving legitimacy to a joined-up approach that aims to keep people healthier.

“This innovative scheme demonstrates the fundamental importance of working in partnership with local agencies to improve the physical, mental and social health of our local communities,” said Peter Bundey, Chief Executive of GLL.

“It’s what GLL is all about and, as this award proves, Cardiff’s results are very impressive. Well done to all concerned – you’re making a real difference.”
