    New powers proposed to tackle anti-social behaviour in Llanelli

    Residents, businesses and visitors are being invited to give their views on two proposed Public Space Protection Orders (PSPOs) in Llanelli, aimed at tackling anti-social behaviour.

    The consultations are part of joint work between Carmarthenshire County Council and Dyfed-Powys Police. Both are open from 1 September 2026 until 12 October 2026.

    One consultation covers renewing the existing Drugs and Alcohol PSPO for Llanelli Town Centre, which is due to expire in January 2027. If renewed, it would continue to provide powers to address alcohol and drug-related anti-social behaviour in the town centre.

    The proposal also includes an additional dispersal power, enabling police, where necessary and proportionate, to direct individuals whose behaviour is causing or is likely to cause anti-social behaviour, nuisance, disorder, harassment, alarm or distress to leave the area for a specified period.

    The PSPO would not make it an offence simply to consume alcohol within the town centre. Powers would only be used where there is a reasonable belief that behaviour linked to alcohol or drug use is causing, contributing to, or is likely to cause anti-social behaviour or related harm.

    The council is also consulting on a new PSPO at North Dock to help prevent and reduce vehicle-related anti-social behaviour. The proposed order would target behaviours such as nuisance vehicle gatherings, unnecessary engine revving, excessive noise, racing, drifting, wheel spinning, burnouts, obstruction, and driving or riding in a manner that causes, or is likely to cause, nuisance, annoyance, danger, damage or a detrimental impact on the area.

    If introduced, the PSPO would give police officers, Police Community Support Officers and authorised council officers powers to take enforcement action where breaches are identified. That could include warnings, Fixed Penalty Notices and, where appropriate, further formal enforcement action.

    Carmarthenshire County Council’s Cabinet Member with responsibility for enforcement, Cllr Aled Vaughan Owen, said: “The Council is encouraging everyone who lives, works, visits or operates a business in Llanelli to take part in the consultations.

    “These consultations are an opportunity for people to have their say on proposals aimed at tackling anti-social behaviour and supporting the safe enjoyment of public spaces in Llanelli.

    “We want to hear from residents, businesses, visitors and community groups before any decisions are made. Their feedback will help us determine whether these proposed measures are necessary, proportionate and effective in addressing the issues that have been identified.”

    Llanelli Neighbourhood Policing and Prevention Team Sergeant Tom Grace of Dyfed Powys Police, said: “The current PSPO has given officers a valuable tool that’s been successful in reducing anti-social behaviour in Llanelli.

    “We want to continue to make public spaces safe for everyone and the PSPO provides a quick and effective way to deal with alcohol related anti-social behaviour.

    “It’s important that we hear from everyone in the community and gather their views on continuing to provide these powers, introducing new powers, and ensuring that they remain proportionate and necessary.”
