Commenting on the Welsh Government re-committing to a review of the Animal Welfare (Breeding of Dogs) (Wales) Regulations 2014, Claire Lawson said:
“RSPCA Cymru has long been clear that while new dog breeding regulations were a big step forward, legislation would need to go a lot further to provide adequate protection.
“We have long welcomed the Welsh Government’s intention to review these regulations, to ensure they best compliment the anticipated ban on the third party sale of puppies.
“The RSPCA will continue to campaign for more emphasis on tackling genetic issues at breeding establishments, a staff-to-dog ratio that better considers welfare, and possible action to tackle bad cat breeding practices too.
“We also want to see animal welfare become a material consideration in planning; so that the welfare of dogs and puppies is a consideration where large establishments expand.
“Better enforcement of the existing regulations – and adequate resourcing for the local authorities who license dog breeders – is also so important; so it is very positive that the Welsh Government’s Chief Veterinary Officer is to meet all 22 local authorities.
“We also look forward to working with the Welsh Government as they develop a new campaign aimed at responsible sourcing of a puppy. People looking to add a dog to their family should consider adopting a rescue animal wherever possible, or utilising tools such as the Puppy Contract to buy responsibly.”
