The pilot project to improve and adopt seven private roads in Rhondda Cynon Taf continues to make progress – with two phases of work now complete at Belle Vue in Trecynon, and work underway at Heol Penrhiw in Mountain Ash.
During September 2021, Cabinet Members agreed to the pilot project, which will carry out much-needed carriageway improvements at six privately-owned residential roads across Rhondda Cynon Taf – using £250,000 Council funding plus an additional £50,000 earmarked as a contingency for the work.
Members also noted that the Council was successful in securing £157,000 Welsh Government funding for a seventh scheme, at Belle Vue in Trecynon.
The Council provided a progress update in February after all work associated with the first scheme, at Trafalgar Terrace in Ystrad, was completed.
That has now been followed with the completion of major works at Belle Vue in Trecynon,which has transformed the appearance of the street. The scheme included significant carriageway reconstruction and the renewal of footways – which have long been an aspiration of the local community.

The completed works so far represent the first two phases of the scheme at Belle Vue, funded by Welsh Government. The Council will complete a third and final phase of work at this location this spring. Like all of the schemes in the pilot, the road will be adopted by the Council for future maintenance.
In further progress made within the pilot project, the Council has recently started work at a third location – at Heol Penrhiw in Mountain Ash. Other roads included in the pilot are Miner’s Row in Llwydcoed, Brecon Place in Aberaman, Hillside Terrace in Llwynypia and Poet’s Close in Rhydyfelin.
Councillor Andrew Morgan, Leader of Rhondda Cynon Taf Council and Cabinet Member with responsibility for Highways and Transportation, said: “I’m pleased with the ongoing progress being made within the Council’s pilot initiative to improve and adopt seven privately-owned roads, with work now complete in Trecynon following the scheme finishing at Ystrad recently. This pilot was supported by Cabinet in September, for completion this year.
“All seven locations have been in an unsatisfactory condition for some time, and the required improvements, on top of resurfacing, range from sewerage works to street lighting upgrades. Maintaining private roads is a common issue that residents living on unadopted roads face, which is why we have brought forward funding to enable several pilot projects to happen – while also contributing to Welsh Government’s wider pilot scheme across Wales.
“The work recently completed at Belle Vue has made a huge difference to the street, funded by Welsh Government and delivered by the Council. This has been a long-standing issue for residents living there, and I’m pleased that our investment has not only delivered the initial improvements, but will also ensure the road is maintained by the Council in the future. We will return for a third and final phase of work at Belle Vue as planned this spring.”
