    Underage alcohol sale uncovered during Caerphilly trading standards operation

    Caerphilly County Borough Council’s Trading Standards, in partnership with Gwent Police, has carried out a coordinated enforcement operation targeting the borough’s night-time economy.

    ‘Operation CHECK’ took place on the evening of Friday 25 July 2025, involving officers from the Council’s Trading Standards and Licensing teams. The multi-agency team visited several premises, including off-licences, takeaways, and taxi ranks, to check compliance with the Licensing Act 2003 and to help ensure a safe environment for the public.

    During the operation, a 14-year-old volunteer—under the close supervision of Trading Standards—carried out a series of alcohol test purchases. One premises in Aberbargoed failed by selling alcohol to the underage volunteer. The business is now under formal investigation, with immediate engagement taking place with the Premises Licence Holder.

    Several minor non-compliances were also identified, and officers are working closely with businesses to support them in reaching full compliance.

    Cllr Philippa Leonard, Cabinet Member for Public Protection and Licensing, said:
    “This operation highlights our strong commitment to protecting young people and ensuring that businesses across the borough operate within the law. The case in Aberbargoed serves as a clear reminder that breaches will not be tolerated and should act as a warning to others. We are determined to maintain high standards and will continue to work with our partners to ensure Caerphilly remains a safe, responsible, and welcoming place for all.”
