Three community facilities across Caerphilly County Borough are set to be transferred to local organisations as part of plans to support long-term community use and sustainable management.
Caerphilly Council’s Cabinet has approved three Community Asset Transfer proposals, which will see Bargoed Park playing fields and facilities handed to Bargoed Rugby Football Club, Lewis Street Allotments in Blackwood transferred to a newly formed charitable organisation, and the Morgan Jones Bowling Green and clubhouse passed to the Morgan Jones Bowling Association CIO.
Community Asset Transfer enables local groups to take on the management of public assets, helping to protect services while opening up opportunities to secure external funding and investment.
Each of the approved proposals includes plans to improve access, increase community use and ensure long-term sustainability.
At Bargoed Park, the rugby club aims to build on existing provision by expanding opportunities for sport and physical activity, alongside future investment in facilities.
Plans for Lewis Street Allotments focus on strengthening community growing initiatives, enhancing biodiversity and creating stronger links with health and wellbeing projects in the area.
Meanwhile, the Morgan Jones Bowling Association is looking to secure the future of the bowling green and clubhouse, maintaining a well-used facility that supports social interaction and active lifestyles.
Alongside the community benefits, the transfers are also expected to reduce ongoing maintenance and operational costs for the council, supporting a more sustainable approach to managing public assets.
The council has confirmed that ongoing support will be provided to all organisations involved. This will include access to dedicated officers, training and specialist advice to help groups manage their new responsibilities effectively.
Support will cover areas such as governance, fundraising, volunteer management and day-to-day operations, as well as guidance on legal and compliance requirements including health and safety, insurance and maintenance. Regular check-ins and opportunities to share best practice with other groups will also be offered to help build long-term resilience.
