Cardiff workplace parking charge could raise £10m a year

Cardiff Council has opened a public consultation on ways to raise money for improvements to the city’s transport network, with a Workplace Parking Levy named as its preferred option at this stage.

The consultation runs for more than 12 weeks, from 5 October 2026 until 17 January 2027, and seeks views from residents, businesses and stakeholders on a range of options that could help fund improvements to public transport and tackle congestion across the city.

The council’s 10-year Transport Strategy sets out plans to improve public transport, reduce congestion and support economic development, but the council said delivering those improvements will require significant long-term investment.

According to the council, a Workplace Parking Levy has emerged as the preferred option because its assessment suggests it could provide a sustainable source of funding while having less direct impact on residents than some of the alternatives. It stressed that no decisions have been made and that it wants to hear a wide range of views before any recommendations are made.

Cabinet Member for Climate Change, Strategic Planning and Transport, Cllr Dan De’Ath, said: “Good transport is essential for Cardiff’s future. We know residents want public transport that is more reliable, affordable and accessible, and we want to continue investing in infrastructure that makes it easier for people to travel around the city.

“Delivering those improvements requires significant investment, so we are exploring a range of options that could help fund Cardiff’s future transport network.”

Members of the public can speak to council officers at a series of drop-in events at St David’s Shopping Centre from 12 to 18 October 2026, where they can ask questions, find out more about the proposals and share their views. Further engagement sessions will take place with major employers across the city.

Information on the funding options being considered, why additional investment is needed, frequently asked questions and a link to the online survey is available at www.cardiff.gov.uk/workplaceparkinglevy.
