Councillors have given the green light for a new phase within the Glan Llyn consortium which represents the first development for a UK housebuilder in Wales.
Miller Homes will build 222 new homes at its phase of the Glan Llyn project, off Queen’s Way, to mark the first time the Edinburgh-based developer will bring new homes to South Wales in more than 90 years since the company was formed from its Scottish roots.
The development – to be known as Caerleon Grange – will comprise 222 homes, including a mix of two to five-bedroom private homes to be sold by Miller Homes, and a selection of affordable properties which will be a mix of one and two-bedroom homes.
Miller Homes’ parcel of land within the former Llanwern Steelworks site will reside in the eastern area of the project, neighbouring the proposed Celtic Business Park and within close proximity to Newport Retail Park.

“Plans for our Caerleon Grange development will complement the existing residential development in Newport and specifically within the former Llanwern Steelworks project, and will comprise a mix of new Miller Homes properties alongside affordable housing to support the wider delivery of new housing at Glan Llyn.

As part of the planning agreement for its developments within Glan Llyn, St Modwen Homes – acquired by Miller Homes in 2025 for £215 million – has committed an £8 million investment in local education for the area via its Section 106 agreement.
The new 164-home scheme will also feature multiple areas of public open space, including children’s play areas, plus extensive parking for homeowners and visitors and energy efficient measures implemented by Miller Homes as part of the five-star rated developer’s new homes offering.
Building work is set to begin imminently on the land, with the developer also releasing the first homes for sale, which are currently priced from £284,995, some of which will be available with Help to Buy Wales until September. A showhome is expected to be opened in the winter.
