New national helpline offers support over early prisoner releases

Victim Support has launched a free helpline for victims and survivors who are worried about an offender being released from prison earlier than expected.

The Victim Support Offender Release Helpline launched on Thursday 1 October, as changes to prisoner release arrangements took effect. It offers free, independent and confidential support to people affected by, or concerned they may be affected by, changes to an offender’s release date.

Callers do not need to know for certain that an offender is being released early before contacting the service.

Trained advisers will provide practical guidance and emotional support, talk through concerns about personal safety and wellbeing, and help people understand their options and next steps. Where appropriate, they can help people access ongoing or specialist support, including dedicated casework with risk assessment and safety planning for those with more complex needs.

The helpline is funded by the Ministry of Justice and delivered independently by Victim Support. It is also available to witnesses, family members, friends, supporters and professionals.

Victim Support does not hold information about individual offenders and cannot confirm release dates or case-specific licence conditions, but advisers can explain how release dates and licence conditions work and how callers may be able to seek further information.

Katie Kempen, Chief Executive at Victim Support, said: “Victims and survivors have already endured the trauma of crime and often a far too long and distressing journey through the justice system. To then learn that an offender may be released earlier than expected will bring renewed anxiety, fear and uncertainty for many – and no one should be left to navigate that alone.”

She added: “Supporting people through the impact of crime is why Victim Support exists. While it’s wholly unacceptable that victims continue to bear the brunt of a justice system in crisis, we are glad to be able to provide free, independent, specialist support at this critical time.”

The Offender Release Helpline is available free on 0808 168 9280, Monday to Friday, 9am to 5pm.
