    Planning green light for 130 affordable homes in Flintshire

    Anwyl Homes Partner Projects has achieved its first major planning success, with approval granted for 130 new affordable homes in Oakenholt, Flintshire.

    The newly established arm of Anwyl Homes, which is focused solely on affordable housing, will develop a 13-acre site, off Ffordd Dewi, to deliver a mix of social rent and low-cost home ownership properties in partnership with Wales & West Housing Association.

    The venture will be the first in a series of dedicated affordable developments planned by Anwyl across North Wales and the North West of England.

    Comprising 90% homes for social rent and 10% for low-cost ownership, the Oakenholt scheme will provide much-needed housing for local people, contributing towards the Welsh Government’s target of delivering 20,000 new low-carbon homes for rent by 2026.

    Designed to meet modern energy efficiency standards and support residents with lower running costs, the homes will be built using timber frame construction, with solar panels, air source heat pumps and high levels of air tightness.

    The development will also include a local equipped area of play, creating a safe, family-friendly environment.

    Partner Projects represents a strategic move for Anwyl Homes, bringing together the business’s strengths and 95 years of experience, to deliver a land-led model for affordable housing, tailored specifically to the needs of Registered Providers (RPs).

    Unlike traditional fixed-price framework contracts, Partner Projects identifies and promotes land only for affordable housing, working with RP partners from the outset to secure planning consent and deliver well-planned, sustainable communities. It will run alongside Anwyl Homes’ open-market developments, many of which also provide a portion of affordable homes in line with local planning policy.

    Mathew Anwyl, chief operating officer at Anwyl Homes, said: “Achieving planning consent in Oakenholt marks a milestone for Partner Projects and is our first development to proceed under our new business model. By identifying and promoting sites specifically for affordable housing, and by involving our RP partners early, we can ensure delivery certainty, quality design and long-term community benefits.

    “We’re proud to be starting this journey with Wales & West Housing Association, and to be building on our long history in Flintshire with a scheme that directly responds to local housing need.”

    Oakenholt is the first of four initial Partner Projects sites progressing through the planning system, with further applications due to be submitted in Rhyl, New Brighton near Mold, and Woodley in Stockport.

    Mathew added: “By balancing our private sale activity with a strong pipeline of affordable homes developments, we’re creating stability for our business, our partners and the regions we serve.”

    The Oakenholt development is expected to begin construction in spring 2026, with the first homes handed over to Wales & West Housing Association in 2027.
