A review of the top tiers of management at Caerphilly County Borough Council, once concluded, will deliver savings of almost £900k, the new Chief Executive has revealed.

The council, which is facing a budget shortfall of £45million over the next 3 years, is reviewing all parts of the organisation to identify efficiencies and transform services.

Ed Edmunds, the newly appointed Chief Executive has outlined plans to reduce the top tier management costs with a new leadership structure, “It is important that the senior management team leads by example. Every part of the organisation is being looked at to ensure the smooth running of services while reducing costs to meet the significant savings targets facing the council.”

“We have indicated previously that staffing levels in the organisation will reduce over the coming years and this overall reduction should be reflected within the Leadership Team. These changes will deliver significant savings with a fit for purpose, yet stable, Leadership Structure” he added.

The deletion of the Deputy Chief Executive role once the current post-holder retires in April, along with other structural changes, means that the council can achieve savings in excess of £881,000 when this work is completed.

Leader of Council, Cllr Sean Morgan said, “The implementation of this new structure will help achieve significant savings whilst also sending an important message within the organisation, and to the wider public, that the council is serious about transforming its services and delivering positive change even within its constrained budget.”
