Denbighshire secures partner for new affordable homes at former Rhyl flats site

Denbighshire County Council has secured a development partner to deliver new affordable homes on the site of the former older persons’ flats at Maes Emlyn in Rhyl.

The council has agreed the sale of the site to Wales & West Housing, paving the way for the construction of energy efficient homes for social rent.

Maes Emlyn was previously home to council owned accommodation for older residents. However, maintaining the ageing flats to an acceptable standard would have become increasingly difficult. As a result, residents were relocated to more suitable homes elsewhere in the Rhyl area.

The redevelopment marks a significant step in bringing the site back into use for the benefit of the local community.

A Pre Application Consultation is now underway, giving residents the chance to view and comment on Wales & West Housing’s proposals before a final planning application is submitted in Spring 2026. The consultation closes on Thursday, 12 March 2026 and can be accessed via the Wales & West Housing website.

Councillor Rhys Thomas, Denbighshire County Council’s Cabinet Lead Member for Housing & Communities, said:

“This is a site we have wanted to see brought back into use for some time, so I’m delighted that by working with Wales & West Housing, there is the prospect of high-quality new homes being delivered here.”

Emma Hancock, Land and Partnerships Manager in North Wales for Wales & West Housing, said: “We are pleased to be working in partnership with Denbighshire County Council to redevelop the Maes Emlyn site. A planning application for construction of a new development of affordable homes will be submitted this Spring.”
