Outline planning permission has been granted for the Rhydycar West development in Merthyr Tydfil, marking a major milestone for what is set to become one of Wales’ most ambitious sport and leisure destinations.
Approval was given this evening by Merthyr Tydfil County Borough Council’s Planning, Regulatory and Licensing Committee, following Welsh Government backing in November 2025. Committee members voted unanimously against a recommendation to refuse the application and instead supported the development.
Rhydycar West is planned as a world class sport and leisure resort, set against the dramatic backdrop of the Brecon Beacons National Park. The scheme aims to redefine tourism in South Wales and position Merthyr Tydfil as a destination of national and international significance.
At the heart of the development are several major attractions, including the UK’s longest indoor snow centre, a tropical indoor waterpark, and a large scale indoor and outdoor adventure centre. The plans also include luxury hotels and woodland lodges, all designed to sit within the surrounding natural landscape.

Council leader Cllr Brent Carter described the decision as transformational for the county borough.
He said:
“Rhydycar West is without doubt groundbreaking and a complete game changer for Merthyr Tydfil, complementing the offerings of Bike Park Wales, Zip World and Rock UK-Climbing Centre.
“This project will massively support and boost our economy and offer multiple opportunities for our future generations.
“The amount of support for Rhydycar West has been truly overwhelming. I for one am thrilled.”
The decision clears the way for the next phase of work, as developers move forward with detailed plans to deliver the landmark project, which is expected to play a key role in boosting tourism, jobs and investment in the region.
