Drivers in Merthyr Tydfil are being reminded of the rules surrounding electric vehicle (EV) charging bays, with council officials warning that motorists could face fines of up to £70 if they fail to comply.
Merthyr Tydfil County Borough Council has issued guidance clarifying who can use EV charging spaces and under what circumstances, following concerns that some motorists may be unaware of the regulations.
The council has confirmed that drivers of non-electric vehicles are not permitted to park in bays marked with signage stating “EV Parking Only”.
Motorists who ignore the restrictions risk receiving a Penalty Charge Notice (PCN), with the maximum penalty set at £70.
The rules also apply to electric vehicle owners. The council says EV drivers cannot simply park in a charging bay without plugging in and using the charging facility where signage indicates the space is reserved for charging.
Any electric vehicle found occupying a designated charging bay without actively charging may also be issued with a PCN.
Drivers using EV charging points in pay and display car parks are also being reminded that charging a vehicle does not exempt them from parking charges.
The council says motorists must still purchase a valid parking ticket during tariff periods while their vehicle is charging. Failure to do so could result in a PCN being issued.
However, parking remains free outside the car park’s charging period tariffs, even when using the charging facilities.
For drivers wishing to challenge a Penalty Charge Notice, the council advises that instructions can be found on the reverse of the notice. Appeals must be submitted through the South Wales Parking Group.
The reminder comes as the number of electric vehicles on Welsh roads continues to grow, increasing demand for dedicated charging infrastructure and the need to ensure charging bays remain available for drivers who need them.
