Caerphilly County Borough Council’s Cabinet has unanimously approved final plans for two flagship housing developments in Oakdale and Risca.

The developments will see disused sites at the former Oakdale Comprehensive School and Ty Darran care home, Risca transformed as part of the Council’s ambitious house building programme.

Cabinet members endorsed proposals for the Council’s Caerphilly Homes team to enter into a Delivery Agreement, for the development of both sites, with construction expert Willmott Dixon.  Cabinet also gave its support to the formulation of a social value plan; aimed at delivering wider social, economic and environmental benefits for the Caerphilly borough.

Oakdale will see a flagship mixed tenure development, the first of its kind for Caerphilly Council, comprising of 92 new homes.  Cabinet members also approved plans to incorporate a later living scheme on the site, which will residents relocate from the Council’s Ty Melin sheltered housing scheme, Crospenmaen.

The Risca development will feature an innovative 45 unit later living scheme.  When completed, the new development will be used to relocate existing residents from sheltered housing schemes in the locality that have been programmed for closure.

Cllr Shayne Cook, the Council’s Cabinet Member for Housing, said “This marks a significant milestone in delivering on our commitment to build 1,000 new low carbon affordable homes over the next ten years.

“The Oakdale and Risca developments will be unlike anything the Council has delivered before; combining innovation with high quality design to ensure fuel costs and carbon emissions are kept to a minimum, whilst creating sustainable healthy communities and meeting increasing local need for housing.

“Maximising the investment being made through our house building programme is another key priority for us and the social value plan will help ensure wider benefits are delivered for our communities.”
