RenewableUK Cymru has welcomed the publication of the Welsh Government’s Offshore Wind task and finish group action plan, calling it an “ambitious blueprint” for turning Wales’ renewable energy potential into a national economic success story.
Following last week’s announcement of two successful bidders to develop 3GW of floating wind in the Celtic Sea — and a firm commitment from the Crown Estate to lease a third site, delivering the full 4.5GW — the action plan sets out clear steps to capture the wider value of over 15GW of offshore wind potential in and around Welsh waters. It outlines the investments, planning reforms, port upgrades, and supply chain development needed to ensure this clean energy boom delivers lasting benefits for communities, workers, and billpayers across Wales.
RenewableUK, the voice of the renewable energy industry, was proud to be one of the sector leads on the expert task and finish group convened by the First Minister in January 2025 to help shape the plan. The group brought together senior leaders from industry, ports, supply chains, education, and government to ensure a truly joined-up strategy.
Key actions set out in the plan include:
- Creating long-term visibility for leasing rounds and revenue support for projects in Welsh waters — to give certainty for developers and investors.
- Strengthening planning and consenting — with properly resourced regulatory bodies and streamlined processes for major offshore wind projects in Wales.
- Create a competitive and supportive investment environment for Welsh ports to host offshore wind projects — including financial support and a dedicated Welsh Ports Prospectus to showcase the capabilities and facilities on offer.
- Attract a major engineering or construction contractor to Wales to anchor economic activity and help grow a strong, locally rooted offshore wind supply chain.
- Establish a Welsh Government implementation team — to drive delivery of the plan’s recommendations.
